Functional rehabilitation, training
The project is aimed at improving the living conditions in the orphanage with regard to the documentation and deinstitutionalisation processes that other international actors, including Cooperazione Italiana, are organising on its behalf, while awaiting the positive and desired outcome of the process.
The Tahieya Maskan orphanage is the most important of its kind in Kabul, housing more than 1,850 children, many of whom are awaiting documentation and desired family reunification or adoption, or at least de-institutionalisation, in a situation where remaining in some kind of structure provides at least minimal possibilities of control and prevention of various worse forms of exploitation.
The long and medium-term goal is without doubt the reduction of the number of children interned, by various means, the selection of training programmes for those who cannot be deinstitutionalised and documentation of all the children.
In the short and medium terms, the project implemented by PCN, with broad involvement of the beneficiaries and the local community, has focussed on making the facilities for children, teens and operators more liveable, through a number of structural improvements made with a participatory and inclusive approach. This is aimed at establishing positive links between the children and the operators, starting from the choice of activities to be implemented, based on shared criteria and priorities.
